You can't really say CoD4 is bad overall. I mean both CoD4 and MW2 got game of the year. What makes it bad is that its not designed for PC gamers in mind. CoD2, CoD4, and MW2 were all made for the console gamer and then ported to PC so Activision and IW could make more money. Also it's not really fair to put CoD4/MW2 in the same category as CSS. CSS and 1.6 are or once were probably the most successful competitive FPS for PC at some point or another. But you have to look at how the game was built. CSS like 1.6 are mods for their respected engine, and like Promod, PAM, etc. the mod was built for competitive play. Where CoD4 fails, is that for the game to be played competitively, the game needs to be butchered. You take Promod CoD4 and CoD4 out of the box and its almost like a different game. There is a lot more factors that go into the PC gaming scene but I'm pretty sure this paragraph sums it up enough

.
EDIT: Also to address how the game appeals to pub players like MW2's achievements, CSS can be easily manipulated. Meaning that it was very easy for coders to make game types like surfing, bhop, zomies, and so forth. The CSS mod was built very intelligently. Valve created a mod that would appeal to both the competitive as well as the overall pub player scene.
Game of the year? What does that mean to the competitive community? Nothing at all, it was game of the year for public players not us.
If Activision actually put some effort into a competitive side, then there wouldn't need to be promod and PAM. The only reason why it got competitive was due to the public realising how bad of a game it is, then tried using the best of their abilities to make it an all right game.
You just proved my point. They released it only for money, that's all they are doing now, making it look better for public players by throwing in features. It's still a shit game that got the reputation of a good game due to graphics. Activision could release a game, that had taken a day to develop and it could still get a massive reputation, just because their previous games have been good.
CSS was developed by Valve, unlike promod. Valve saw the games flaws and tried to rectify it. What has Activision done? Release a new buggy map pack? Release a new game each year? Do nothing for the competitive community?
From a public players point of view, it's a good game. But we are on a competitive gaming website, so I'm putting this in the competitive gamers point of view.
